Problem

  • An unmetered non-half hourly MPAN was identified where the assets were requested to be moved over to their existing unmetered half hourly
  • Assets in the NHH MPAN were already in their half hourly MPAN and thus duplicated
  • The assets in question had been double billed for a significant period of time
  • The Council was unsure how to proceed
  • The Council do not hold detailed inventories which caused problems to identify equipment in single MPANs or across multiple MPANs
  • The Council had previously had their unmetered assets on non-half hourly settlement with no interaction with a Meter Administrator to assist in inventory verification or corroboration of the unmetered energy consumed

Solution

  • PDA worked with the Council and their energy supplier to identify all non-half hourly MPANs and reviewed each MPAN
  • The duplicated assets were identified and PDA submitted a case to their supplier for the non-half hourly MPAN to be disconnected, zeroed and backdated as far back as settlements would allow
  • PDA achieved 13 months of retrospective financial reimbursement from their supplier
  • PDA worked with the customer to improve the inventories held across the Council’s portfolio
